A post-resolution survey list spans four time zones. Contacts whose local clock sits outside the 10:00 to 19:00 window are held rather than dialled. A regional public holiday takes a whole state out of the run. Eighteen numbers on a client-supplied suppression file never reach the dialer at all.
The campaign shows as held instead of quietly ringing people at the wrong hour, and every blocked contact carries the reason it was blocked, so the compliance review is a filter on a report rather than a reconstruction from call logs three weeks later.
